Chinese Government Scholarship

Note:

1. Before you apply for scholarships, complete your application for graduate programs at Tsinghua University first. Considering the application deadline of scholarships, applicants who want to apply for the Chinese Government Scholarship (Type A or Type B) should complete the application for graduate programs at Tsinghua University as early as possible (highly recommended to complete in the first round, 8:00 a.m. October 15, 2022 - 17:00 p.m. December 15, 2022). Otherwise, you may miss the deadline of some CGS Type B programs. Tsinghua University only selects scholarship candidates from pre-admitted students.


2. The requirements of scholarships may be different from admission requirements. Scholarship applicants should meet all the requirements when applying for scholarships.


3. Read Scholarship Introductions and Scholarship FAQ carefully before you apply for any scholarships at Tsinghua University. Consult your target school/department/program for scholarship eligibility and requirements in advance.

Chinese Government Scholarship (CGS)

In order to strengthen mutual understanding and friendship between the Chinese and people around the world and promote China’s exchange and cooperation with other countries in various fields, the Chinese government sets up scholarships for talented students and scholars to pursue higher education or conduct research in Chinese universities.


The China Scholarship Council (hereinafter referred to as “CSC”), entrusted by China’s Ministry of Education, is responsible for the admission, enrollment and administration of Chinese Government Scholarship recipients.

CGS includes a series of subprograms. Refer to the CSC website for further information about the CGS programs.


The Full CGS, usually covers tuition, *stipend, accommodation, and medical insurance. The Partial CGS includes one or some items from the Full CGS coverage.

*The distribution of CGS will be adjusted according to policies and regulations of higher authorities.


Annual Review is strictly required for all CGS holders according to the regulations of the CSC. The Annual Review includes the academic performance, learning attitude, attendance, student conducts, rewards and punishments, etc. Within the scholarship duration, the students who pass the Annual Review will continue to receive the scholarship for the following year. Otherwise, the scholarship will be suspended or terminated.



Application for CGS of Program Category Type A

Type A generally refers to CGS programs responsible by authorities except Chinese universities. For example, CGS-Bilateral Program, CGS-EU Program, CGS-AUN Program, etc.


You may refer to the CSC website to find out where and how to apply. Please consult the relevant authorities in advance and avoid missing the deadline.(The application for CGS of Program Category Type A usually opens between last November and February. Timelines vary by country.)


The result of CGS Program Category Type A applications will be announced by the authorities above.



Application for CGS of Program Category Type B through Tsinghua University (highly competitive)

Type B generally refers to CGS programs responsible by Chinese universities under CGS-Chinese University Program.


Consult your target school/department for your CGS Type B application eligibility and requirements in advance.

The number of candidates that can be recommended by Tsinghua University is very limited and application through Tsinghua University is highly competitive. Tsinghua University usually selects candidates from pre-admitted applicants of remarkable merit.


Eligibility

To be eligible, an applicant must:
1. be a citizen of a country other than the PRC and in good health both mentally and physically;
2. - be an academically excellent holder of a Bachelor’s degree or its equivalent under the age of 35 when applying for a Master’s program;

  - be an academically excellent holder of a Master’s degree or its equivalent under the age of 40 when applying for a doctoral program; (*Bachelor’s degree holders who plans to pursue doctoral degrees at Tsinghua University could also apply for CGS Type A or B if eligible.)
3. have passed the HSK (Level 4 or above) when applying for a Chinese-taught postgraduate program; meet the admission requirements of the university of preference in terms of language proficiency and academic ability, among others, when applying for a program taught in a language other than Chinese;

4. have been pre-admitted by Tsinghua University and recommended for CGS by the pre-admitted schools/departments. Otherwise, the application will not be considered or processed by Tsinghua University.

5. have not been offered other scholarships for prospective graduate study at Tsinghua University.

6. have not been nominated as a CGS candidate to the CSC by other universities or institutions for prospective graduate study.

7. meet other requirements of CGS Type B programs, such as applicable programs/majors, nationalities, and so on. Please consult the scholarship contact at schools/departments for details in advance.



Application Procedure through Tsinghua University

Step 1 Pre-admission

            Applicants apply for graduate programs at Tsinghua University for pre-admission and consult schools/departments for CGS Type B application eligibility and requirements in advance.

Step 2 Recommendation of Schools/Departments

            - Applicants complete CGS Online Application on the CSC website when informed by the pre-admitted schools/departments.

             *Keep in touch with your applied school/department and check your email regularly. If applicants can not be reached or fail to complete the CGS online application as required in time, it will be treated as a renouncement of the candidacy.

            - Schools/Departments make recommendations.

             *CGS applications without the recommendation of schools/departments will not be processed.

Step 3 Nomination of Tsinghua University to the CSC

            Tsinghua University selects CGS candidates based on recommendations of schools/departments according to requirements of higher authorities, then nominates them to the CSC.

Step 4 Experts Review and Approval by the CSC

            The CSC organizes designated universities and experts concerned to examine applicants’ eligibility and academic performance before finalizing the short-list candidates, and notifies the results to Tsinghua University.



Application Documents of CGS application through Tsinghua University

Reminder:

1. All uploaded supporting documents must be clear, authentic and valid. Otherwise, the recommendation or the scholarship will be cancelled. Applicants are recommended to use professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.


2. All the CGS application information and documents should meet the requirements of the CSC. Otherwise, the CGS application will not be processed.


3. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.


Applicants should complete the CGS online application as soon as possible after being informed by the schools/departments. Considering the required application documents and their period of validation, applicants should prepare the documents properly in advance.


The following documents should be submitted online. CGS applicants do not need to mail the hard copies to Tsinghua University.

CGS Application Form (in Chinese or English)

The Form will be generated automatically by the CSC system after the applicants complete the CGS online application. Applicants should fill out the application with accurate, authentic, and valid information.

A Scanned Copy of Passport Information Page

An applicant shall submit a clear scanned copy of the information page of his/her passport that will not expire on or before March 1, 2023. Renew the passport if the requirement is not met. For further information, please visit the CSC website.

Diploma and Certificate of Highest Education

Prospective diploma winners must submit the certificate of expected graduation or official proof of student status by their current university. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

Academic Transcripts (from the undergraduate program onwards)

Copies of academic records from first to last semester during the undergarduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English.

Valid Language Qualification Certificate

CGS applicants applying for graduate programs conducted in Chinese must provide a valid HSK certificate and score report with Level 4 or above. The results of the HSK are valid for two years (beginning from the test date). Applicants with a degree taught in Chinese from a Chinese university do not need to provide HSK certificate, but must provide an official document issued by the university certifying that the teaching language was Chinese. No other exemptions.


Non-native English speakers of graduate programs conducted in English must provide valid English Proficiency Test (such as the IELTS or TOEFL test report) certificates according to the requirements of admission.

Pre-admission documents

It is a mandatory application document required by the CSC to upload to its system. Contact your pre-admitted school/deparment, or the Graduate Admission Office for them.

A Study Plan or Research Proposal (in Chinese or English)

It should be a personal statement and a brief introduction of the study plan or research proposal with no less than 1000 words/characters. It should fully explains the applicant's key information, such as academic ability, scientific research level and comprehensive quality and so on. The proposal of a doctoral student shall be signed by the applicant's Chinese supervisor.

Two Recommendation Letters (in Chinese or English)

Two letters of recommendation (written in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.

A Photocopy of the Foreigner Physical Examination Form (in Chinese or English)

An applicant to study in China for more than six months shall submit a photocopy of the Foreigner Physical Examination Form (the original document, printed by Chinese quarantine authorities, shall be filled in in English and kept by the applicant). Download the Foreigner Physical Examination Form


The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid.


Please select the appropriate time to take physical examination as the result is valid for only 6 months.

Non-Criminal Record Report

The applicant shall submit a valid certificate of Non-Criminal Record (or Police Clearance Certificate) issued by the local public security authority (such as your local police station), usually issued within 6 months prior to the submission date of the application. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.
