Overview
The School of Public Policy and Management (SPPM) of Tsinghua University was founded in 2000. As the first graduate school of public policy in China, Tsinghua SPPM is committed to training future generations of scholars and professionals in public affairs with a global perspective and strong social commitment.
Over the years, Tsinghua SPPM has built a diverse, interdisciplinary faculty, currently comprising over 60 faculty members working in public policy and governance, public management, NGO studies, and global governance. The faculty members have significantly contributed to the intellectual development of public policy and management and the formulation and implementation of public policies in China.
The school currently offers three-degree programs in Chinese, including Master of Management, Master of Public Administration (MPA), and Ph.D. programs, and six Master's programs in English. The school also provides executive training programs for over 80,000 officials from central ministries, agencies, and local governments.
Highlights
The school is committed to building a faculty with a global vision; all faculty members have overseas experiences of study and research.
The school houses four long-standing research bodies: Government Management and Innovation, Social Organization and Social Governance, Politics and Policy and International Development and Global Governance.
In 2013, the MPA program of Tsinghua SPPM became the first internationally certified public management master’s program by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) outside the United States.
In 2018, the Academic Degrees and Graduate Education Development Center of the Ministry of Education announced the results of the first national professional degree assessment: the professional degree education of public administration at Tsinghua University was awarded A+ (Top 2%).
In 2022, the MPA program became the first Chinese MPA program to receive the NASPAA reaccreditation in China.

Financial Aid by School/Department:
MID program is under the Cooperation on Higher Education Program between the SPPM of Tsinghua University and Ministry of Communication and Informatics (MCI) Indonesia. Students enrolled in this program will be sponsored by MCI Indonesia.
The IMPA and MIDG program are Chinese government sponsored programs which are specifically targeted at government officials from developing countries. Admitted students will be granted the Chinese Government Scholarship after approval by the Ministry of Commerce of the People’s Republic of China.
The International Master of Public Administration in the Belt and Road Initiative (IMPA-BRI) program is delivered by Tsinghua University, hosted by International Cooperation Center (ICC) of the National Development and Reform Commission (NDRC) and the Tanoto Foundation China. IMPA-BRI program is particularly designed to expand the scope of cooperation and exchange between BRI countries and to train promising talents for the BRI countries. All successful applicants will receive scholarship provided by the Tanoto Foundation China.
The IMPA-Future Leaders program is offered at Tsinghua University, hosted by the Tanoto Foundation China and China Foundation for Peace and Development. All successful applicants will receive scholarship provided by China Foundation for Peace and Development.
